What this quote is trying to say is that character is higher than intellect. The reason why is because you could be smart and all but if you use it the wrong way then it is not worth having the intelligence. The reason why is because if you use your intelligence in a bad way you can harm people. you can also go to jail if you use your intellect for bad things. your smarts can only be put to good use with good character
